Identify the change you are reporting
OES-24 is the employer termination report. OESC provides an account termination route in EZ Tax Express. Selling all of a business, selling part, and changing the legal employer can require different information.
Gather the account number, legal employer name, relevant dates, and contact details. Explain whether another employer will continue the operation and which part of the business you retain.
Keep the buyer and seller dates consistent
Compare the transaction date, payroll cutoff, and succession date with the purchase agreement. Prepare the successor contact details and describe the trade, employees, organization, or assets being transferred.
The published report warns that ending business operations does not itself terminate coverage. Have your payroll advisor confirm future reporting requirements with OESC.
Separate reporting from the sale documents
Submitting an employer report does not replace a purchase agreement or settle how liabilities are divided between the parties. Ask your advisors how the transaction affects the unemployment account and experience history.
Use the current agency form or online instructions when filing. Keep a copy of the submitted report, attachments, and any acknowledgement with the closing records.
Put account work on the closing checklist
Assign a person to handle payroll reporting, another to collect successor details, and a date to check completion. Include other tax accounts in a separate checklist so one filing is not mistaken for all of them.
A business sale introduction can help you plan the commercial process. Filing decisions and unemployment questions belong with OESC and your payroll or legal advisor.
